Binyamina Smart City Project:

In order to examine the impact of these new technologies on consumer habits and

the electricity market, the Israel Electric Corporation has launched a pilot installation of electronic meters in a medium sized regional council in central Israel servicing 15,000 residents and a thriving industrial park. The project incorporates 3 sites in central Israel including; the city of Binyamina, Givaat Ada and the industrial zone at Caesarea. These will serve as a test-bed for a number of state-of-start smart grid technologies including smart metering, communications and systems, renewable generation, energy storage, recharging infrastructure for e-vehicles and smart home systems. Smart meters installed in 4600 homes will be at the heart of all the technologies piloted providing the high granularity data to carry out impact assessments. All solutions will be connected to a central management system to enable remote monitoring and control in real-time.

During the course of the project, technology performance and their capabilities to

influence energy efficiency will be tested. In addition, the smart meters will be integrated with the control system for the transmission and distribution network, providing visibility from HV to end-point allowing network losses to be measured. To date, a shortlist of smart meters using various PLC or GPRS communications are being installed and testing is underway. Based on analysis of costs and performance, the most suitable technology will be selected.

The project will benefit customers providing them with information about their energy consumption directly to their smart-phones, in order to help improve their efficiency and save money, and contribute to making a greener city. In parallel, the IEC is developing a mobile app to alert customers and provide analysis of their consumption patterns. In the future metering systems combined with effective consumer engagement will be the basis for developing load management programs

The IEC is evaluating the results of the pilot with the purpose of implementing the new meter system in other areas around the country, moving forward to a smart electricity system.
